SANDS CHINA TALENT STRATEGY 2025 3 OVERVIEW In 2025, Sands China received Top Employer certification, becoming the first integrated resort operator in Asia Pacific to earn the distinction, and the first company in Macao’s tourism and services sector to do so. This milestone reflects not only our deep roots in Macao over more than two decades, but, above all, the contribution made by every Team Member, past and present. With nearly 28,000 Team Members, we are Macao’s largest integrated tourism and leisure company and its biggest private-sector employer. We fully support the Macao SAR Government’s policy of prioritising local employment and remain committed to creating opportunities for local residents. This includes a series of first-in-Macao talent development programmes across MICE, hospitality, food and beverage, entertainment and retail, spanning more than 1,400 job categories. In 2025, we also advanced our “Tourism +” strategy by introducing sports-related roles, broadening our talent base and further strengthening our workforce. To support Macao’s drive for appropriate economic diversification, we worked with the Government and community partners to establish the Sands China Youth Talent Development System. This end-to-end framework supports young people at four stages: secondary school, university, post-graduation, and employment. From career exploration for students to elite development programmes for university graduates, we provide clear pathways that enable young people to plan their professional futures with confidence. For our Team Members, we continue to invest in structured development through partnerships with local and international educational institutions. Through the eight specialised sub-academies under the Sands China Academy, we provide a strong platform for continuous learning, enabling our people to develop a growth mindset and sharpen their professional expertise and skills. In doing so, we support Macao’s ambition to become a hub for high-calibre talent. We are also committed to creating a workplace defined by genuine care. That commitment is reflected in the many Team Member benefits we were the first to introduce in Macao, all designed to support our people and their families over the long term. In 2025, for example, we launched Child Care Leave for parents of newborns, setting a new benchmark for the industry. In recent years, our care for Team Members has extended beyond the workplace to support their overall wellbeing. We promote physical and mental health, encourage the prevention of chronic disease, and support regular health checks. In 2025, we introduced AI-powered health screening to help Team Members identify potential risks early and stay healthy at every stage of life. Guided by our Because We Care spirit, we will continue to strengthen how we develop and support our Team Members. Working alongside partners across the community, we are helping to build a more sustainable talent pipeline for Macao.

During this time, Sands China has grown hand in hand with the people of Macao, nurturing the development of local talent. Under the Macao SAR government’s leadership in advancing the “1+4” strategy for appropriate economic diversification, we have been continually strengthened “Tourism+” events, including sports, MICE, Big Health sector and more. This has delivered tangible results for the industry and opened up new pathways for professional advancement for the people of Macao. Sands China supports Macao’s diversified economic development while staying closely attuned to the needs of the local community and the Greater Bay Area. With a long-term perspective, we allocate resources strategically and work in partnership with government, academia, and enterprise internationally, across the Greater Bay Area, and in Macao. Our care for Team Members goes beyond policies and procedures. It shows up in what we do every day. At Sands China, we take practical steps to ensure that every colleague can live and work with pride and peace of mind. Alongside a comprehensive benefits framework, we support Team Members with life planning, fulfilling family responsibilities, and caring for their long-term health. In recent years, we have introduced a number of employee-centred initiatives, such as a new Child Care Leave policy to better support families with newborns and timely support measures activated during emergencies such as typhoons. These and other efforts are an extension of the authentic values at the heart of our culture. We also continue to invest in growth, for both our Team Members and local youth, through the Sands China Academy and its eight specialised sub-academies. In 2025, we launched the Sands China Integrated Resort Leader Development Programme, giving high-potential colleagues a focused platform to deepen their understanding of industry trends and strengthen their leadership skills. A TOP EMPLOYER SETTING THE STANDARD 11 RIGOROUS AND OBJECTIVE ASSESSMENT The Top Employers Institute is a globally recognised authority in HR certification. Its assessment framework spans 20 topics and more than 350 criteria, covering everything from rewards and recognition to recruitment strategy, the working environment, compensation and benefits, and employee development. More than 2,500 organisations across 131 countries and regions have been certified, including Fortune Global 500 companies such as Huawei, Amazon and Deutsche Bank. In 2025, Sands China achieved Top Employer certification for the first time, becoming the first integrated resort operator in Asia-Pacific and the first company in Macao’s tourism and services sector to receive the recognition. We achieved an overall score of 95.16%, around 12% above the global average, with several areas performing above industry benchmarks. Widely regarded for the rigour and credibility of its methodology, the certification affirms the strength of our HR policies and practices, and reflects our commitment to attracting, developing and retaining talent.

12 BEST PRACTICE: SETTING THE STANDARD We are committed to building a workplace that is diverse, fair and inclusive. This includes creating dedicated roles across multiple departments for disadvantaged groups, particularly people with disabilities, alongside flexible working arrangements and a more inclusive onboarding process. These initiatives to support disadvantaged groups in Macao have been recognised by the Top Employers Institute as a best practice case and featured in its white paper. TOP EMPLOYER: A SHARED ACHIEVEMENT Whether we are delivering exceptional guest experiences, driving innovation or meeting our corporate responsibilities, our success depends on the dedication of our Team Members. The Top Employer certification is therefore more than an external mark of recognition; it is a shared achievement, earned through teamwork and collective effort. To ensure every Team Member could share in the pride, senior leaders visited Team Member restaurants in September to announce the certification, with lucky draws and appreciation activities held to mark the occasion.

A TOP EMPLOYER SETTING THE STANDARD 13 CREATING A RIPPLE EFFECT: SUPPORTING SUSTAINABLE CAREERS FOR LOCALTALENT Through a range of channels, we continue to champion a simple belief: a great employer does not simply attract talent; it retains it and helps it thrive. By making clear, sustainable career pathways visible, we help jobseekers and the wider community recognise the long-term opportunities available within our organisation. We hope our Top Employer certification will create a positive ripple effect across Macao, strengthening employer-employee relationships and helping local talent identify employers where they can build lasting careers. To build pride and strengthen team spirit, the Top Employer mark has also been featured across internal platforms and at company events. In December, themed installations were set up in heart-of-house areas, giving Team Members a place to take photos and share the moment on social media. The certification logo and key messages have also featured at recruitment fairs, on recruitment websites and across dedicated recruitment social media channels, reinforcing our commitment to talent development and Team Member wellbeing, while showing what can be achieved when our people move forward together.

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 15 DEVELOPING TALENT AT EVERY STAGE Strong talent development depends on sustained investment and a clear path forward. We have created opportunities for Team Members to grow through both promotion and horizontal moves, while introducing internationally benchmarked programmes to strengthen the leadership capability of local management talent. The results are clear: local management representation has risen from 20% in 2004 to more than 90% in 2025. We have put in place tailored development pathways for Team Members at every level, with clear milestones to guide progress. On 11 March 2025, we marked a further step forward with the Sands China Academy Achievements and Roadmap Presentation and the launch of the Sands China Integrated Resort Leader Development Programme, strengthening our talent pipeline for the future. We also provide structured development opportunities for local university graduates. For example, in 2025, we partnered with the Labour Affairs Bureau to co-organise a series of elite development programmes, and worked with the Macao University of Tourism to host the Innovative Hospitality Management Symposium and launch the Western Culinary Elite Programme, which offers fully funded training in France. Our commitment to development reaches every Team Member. Through the eight specialised sub-academies of the Sands China Academy, we offer practical training combined with internal learning, external exchange and internationally recognised professional qualifications. This integrated approach helps Team Members build their skills, widen their perspectives and put learning into practice in their day-to-day roles. As our in-house capabilities have grown, we have also broadened development opportunities for our industry partners. Through platforms such as the Sands Procurement Academy and the Sands Retail Academy, we bring together practical training and sector collaboration to support professional development and enhance the expertise and international competitiveness of Macao’s supply chain and retail sectors. This work starts even earlier. We have established the Sands China Youth Talent Development System, which spans four stages: secondary school, university, post-graduation and employment. In 2025, we presented the system’s vision and outcomes to government, education and industry partners for the first time, with the aim of deepening collaboration and creating clearer pathways for young people to grow and thrive.

16 SUPPORTING THE CAREER DEVELOPMENT OF TEAM MEMBERS A COMPREHENSIVE DEVELOPMENT PLATFORM Sands China has built a broad and well-structured framework for on-the-job development. In 2025, each Team Member received an average of 66 hours of paid training. We are committed to supporting career progression. By December 2025, we had created more than 24,000 promotion opportunities. 9,300 horizontal development opportunities 3,200 horizontal career opportunities through the My Way programme 6,100+ job transfers requested by Team Members Aside from opportunities for upward mobility, by December 2025, we had also provided nearly 9,300 horizontal development opportunities. These led to around 3,200 multi-skilled deployment opportunities, with more than 940 Team Members equipped with three or more skills. In addition, 6,100 Team Members successfully transferred to other departments, opening new chapters in their careers. 44.56% of management positions held by women 91.1% of management roles held by local Team Members 24,000+ upward mobility opportunities 81% went to local Team Members

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 17 Over the years, we have introduced a wide range of initiatives to develop management capability. By December 2025, more than 3,500 Team Members at supervisor level and above had completed relevant programmes, including the Sands China Leadership Development Programme and the Manager Competence Development module. In 2025, we launched the Sands China Integrated Resort Leader Development Programme, offering tailored development for managers. The programme combines courses from eCornell and talent assessment provider SHL with business exchanges across the Greater Bay Area, helping participants widen their strategic perspective, strengthen decision-making and innovative thinking, and grow as leaders. Towards the end of 2025, participants also joined a Benchmark Enterprises Business Visit to Shenzhen and Dongguan, where they visited Huawei, Alibaba, Tencent and MUJI. Through discussions with senior leaders and in-depth exchange, they gained insight into innovative business models and management approaches, broadening their perspective and strengthening their ability to plan and lead. Participants in the Sands China Integrated Resort Leader Development Programme visited world-leading companies in Shenzhen and Dongguan. STRENGTHENING LOCAL MANAGEMENT TALENT

18 BUILDING FUTURE-READY SKILLS We place strong emphasis on professional development and multi-skilling, while fostering a growth mindset across the organisation. Through new development approaches and vocational skills competitions, we support Team Members in reskilling and upskilling, helping them develop with the business and build the skills they will need for the future. FUTURE-FOCUSED LEARNING: LINKING TODAY’S WORK WITH TOMORROW’S SKILLS As technologies such as artificial intelligence continue to advance, we launched the AI Up-Skilling Programme in October 2025. It is designed to give Team Members a practical understanding of AI and its applications in the workplace, helping them respond to a fast-changing business environment. The first cohort brought together 14 participants nominated by department heads from Audit Services Group, Cybersecurity, E-commerce, Food & Beverage, Hotel Operations, Human Resources, Procurement & Supply Chain, Security and Workforce Planning. The programme takes participants from theory to practice through a structured combination of online learning, in-person training at Huawei’s Global Training Center in Hangzhou, and hands-on workshops. Ongoing support helps them apply what they have learnt to real business challenges and make better-informed decisions. Participants in the AI Up-skilling Programme attended training at Huawei’s Global Training Center in Hangzhou.

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 19 GROWTH MINDSET IN EVERYDAY WORK As the business environment continues to evolve, we encourage Team Members to make lifelong learning part of their everyday work and to foster a growth mindset. To support this, we introduced LinkedIn Learning for Team Members, enabling supervisors to recommend tailored courses aligned with operational needs and individual development goals. The Sands China Academy partnered with LinkedIn Learning to host the Navigating Growth and Recognition Event. Moreover, following the opening of Londoner Grand in 2024, we built on the success of the award-winning “The Knowledge – Be a Londoner Guide” initiative by launching the Tudor Rose Knowledge Programme. Recognised with the 2023 Excellence in Practice Award by the Association for Talent Development, the programme is centred on the idea of going beyond. Through a blend of self-directed and interactive learning, Team Members deepen their understanding of brand values and service standards through 45 structured tasks and learning stations. More than 6,100 Team Members have completed the programme and received the Tudor Rose Silver Pin, reinforcing both professional capability and a growth mindset.

20 BUILDING SKILLS AND PROFESSIONAL EXPERTISE Sands China is committed to helping Team Members grow by giving them opportunities to deepen their skills, broaden their experience and learn in different ways, including through skills competitions. To ensure learning translates into real capability at work, we provide practical, hands-on training through platforms such as the Sands Facilities Academy. Courses for frontline Team Members are supported by structured materials and clear assessment standards, shaped around operational needs and the demands of day-to-day work. As Team Members build confidence and expertise, we also encourage them to put their skills to the test in competitions. In 2025, we supported more than 160 Team Members to take part in contests covering tea art, hospitality reception, human resources management and more. These included the Guangdong–Hong Kong–Macao Greater Bay Area Tea Art Competition, the Ming Xing Tea Specialists National Competition, the Shenhe Cup Tea Art Skills Competition, the Hospitality Vocational Skills Competition, the Enterprise Human Resource Manager Competition, the Macao Occupational Skills Recognition System Gold Pin Competition, and the 7th Integrated Tourism and Leisure Enterprise Vocational Skills Competition.

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 21 SUPPORTING PROFESSIONAL QUALIFICATIONS To strengthen professional standards across the business, we sponsor Team Members to pursue internationally recognised qualifications in hospitality, food and beverage, MICE, facilities management and marketing operations. By December 2025, we had invested more than MOP 4.6 million and supported nearly 1,900 Team Members in gaining recognised professional qualifications. BROADENING HORIZONS We encourage Team Members to attend seminars and exchange activities organised by leading professional bodies such as UFI (The Global Association of the Exhibition Industry), the Association for Talent Development and LinkedIn Learning. Topics include artificial intelligence, talent development, and the integration of culture and tourism. Participants gain fresh perspective and a wider view of how the business landscape is evolving. We also encourage them to carry that learning into new contexts, making connections across ideas, adapting them to different business needs, and thinking beyond the boundaries of any one role or department.

22 NURTURING YOUTH TO SHAPE THE FUTURE Talent is central to sustainable industry growth and to Macao’s appropriate economic diversification. In support of the Macao SAR Government’s vision of building Macao through education and talent, we have worked closely for many years with the government, universities and secondary schools to establish the Sands China Youth Talent Development System, helping to create clearer pathways for young people to develop their skills and build their careers. In 2025, we shared the Development System with external stakeholders for the first time, outlining both the progress made to date and its long-term direction. Structured around four stages — secondary school, university, post-graduation, and employment — the framework provides step-by-step support and development opportunities at each stage.

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 23 SECONDARY SCHOOL: INSPIRING CAREER DIRECTION We have long supported local education by giving secondary school students practical opportunities to learn and meaningful exposure to the workplace. STAGE TECHNOLOGY AND EVENT PRODUCTION COURSE Designed for young people interested in entertainment and live performance, the Stage Technology and Event Production Course is the first senior secondary programme of its kind in Macao and forms part of our efforts to help establish the city as a city of performing arts. The course is jointly organised by Sands China and the Escola Luso-Chinesa Técnico-Profissional, under the Education and Youth Development Bureau, with support from the Macau Productivity and Technology Transfer Center. The first cohort of 12 students graduated in 2025, with nearly 30 more students enrolled across the following two intakes. As part of the programme’s practical component, students gain exposure to six world-class venues managed by Sands China’s Entertainment department, including the Venetian Arena and the Londoner Arena. Since 2007, these venues have welcomed more than 5.3 million audience members, giving students the chance to learn in large-scale, fast-paced, real-world environments. The first cohort also completed a nine-month internship within the department, combining classroom learning with live event observation and technical training.

24 UNIVERSITY: PUTTING LEARNING INTO PRACTICE EARLY ON To help university students bridge the gap between study and work, we partner with higher education institutions to deliver structured, work-based programmes. These give students first-hand exposure to integrated resort operations and help them build a strong foundation for their future careers. CAREER EXPERIENCE OPPORTUNITY PROGRAMME: FROM PART-TIME WORKTO CAREER OPPORTUNITY The Career Experience Opportunity Programme is the first initiative of its kind among Macao’s integrated tourism and leisure enterprises. It enables university students to take on part-time roles while receiving structured, professional training in the workplace. Participants can focus on areas such as hotel management, food and beverage management, culinary management and strategic analysis. Those who complete the required hours and pass the relevant assessments are given priority consideration for supervisory trainee roles. To date, 167 local students have taken part, with 35 joining Sands China. In support of the Government’s Student Career Blueprint, we launched the Diverse Development Lab series for secondary school students in 2025. The programme combines self-assessment workshops, interview skills training, company visits and short-term work placements. In June, around 20 Form Four students took part in a three-day experiential tour with Sands China. In August, we also delivered interview and career exploration workshops for more than 20 senior secondary students receiving special and inclusive education support, helping them gain a clearer understanding of the workplace and think more confidently about their next steps. We also support the Education and Youth Development Bureau’s broader career exploration initiatives, including the Career Magnifier programme. Through the Bureau’s Dreams Come True workplace experience scheme, we offered work placements for secondary school students in July and August. SUPPORTING THE GOVERNMENT’S STUDENT CAREER BLUEPRINT

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 25 INTEGRATED RESORT TOURS AND CAMPUS TALKS In 2025, we further strengthened our links with local institutions and organised more than 50 guided tours, giving over 2,000 students an insight into the work of departments such as Convention and Exhibition, Hotel Operations, Food and Beverage, and Facilities Management. More than 10 academic staff from the Macao University of Tourism also took part in a five-day immersive industry experience at Sands China, bringing practical insight back into the classroom. Members of our management team also delivered talks on campus, sharing their views on industry trends and career development. INTEGRATED RESORT INTERNSHIP PROGRAMME: BRINGING LEARNING INTO PRACTICE The Integrated Resort Internship Programme runs twice a year for university students, with each intake lasting around six months. High-performing interns may be offered the opportunity to join the company at the end of the programme. In 2025, 218 students from six institutions took part, gaining experience in areas including hotel management, strategic analysis, convention and exhibition planning, and entertainment coordination.

26 POST-GRADUATION: SUPPORTING THE START OF CAREERS Since 2015, we have launched 24 elite development programmes for local university graduates, creating clear and structured pathways into the industry. As Macao’s economy has diversified and talent needs have changed, we have strengthened our collaboration in recent years with the Labour Affairs Bureau and local higher education institutions, helping to attract more young people into the sector and support their early career development. Since 2024, we have partnered with the Labour Affairs Bureau to launch eight elite development programmes. Built around a “hire and train” approach, these programmes combine accelerated development pathways with support towards internationally recognised professional qualifications. In 2025, new programmes launched with the Bureau included the Sands China Hotel Talent Development Programme, the Sands China Food and Beverage Operations and the Sands China All-Round Convention and Exhibition Management Programme, and the Sands China Event Talent Development Programme. Nearly 62 local young people took part, underlining Sands China’s role as a key platform for talent development. We also took part in the Labour Affairs Bureau’s Career Experience Internship Programme 2025, offering more than 150 three-month internship placements for university graduates and helping them move smoothly from study into work.

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 27 SANDS CHINA HOTEL TALENT DEVELOPMENT PROGRAMME Launched in May 2025, the Sands China Hotel Talent Development Programme offers two trainee pathways: Hotel Supervisor Trainee (Front Office and Concierge) and Housekeeping Supervisor Trainee (Rooms and Public Areas). The programme combines hotel operations theory with hands-on training, cross-departmental learning in an integrated resort environment, and courses aligned with Forbes Travel Guide service standards. Participants are also supported in gaining professional certification from the American Hotel & Lodging Educational Institute (AHLEI) and accreditation under the Macao Occupational Skills Recognition System (MORS). The training period is 18 months for Hotel Supervisor Trainees and nine months for Housekeeping Supervisor Trainees. Subject to successful completion of the programme and the relevant assessments, participants may be considered for promotion and a salary adjustment. SANDS CHINA FOOD AND BEVERAGE OPERATIONS AND CULINARY TALENT DEVELOPMENT PROGRAMME Launched in October 2025 in support of Macao’s development as a UNESCO Creative City of Gastronomy, the Sands China Food and Beverage Operations and Culinary Talent Development Programme offers two trainee pathways: Food and Beverage Operations Management Trainee and Chinese Culinary Trainee, each with a 24-month training period. The programme combines the CIEH Food Safety Certificate with cross-team training across integrated resort food and beverage operations and accreditation under the Macao Occupational Skills Recognition System (MORS). Food and Beverage Operations Management Trainees also undertake placements at Michelin-starred restaurants, while Chinese Culinary Trainees may attend short courses at leading culinary institutes in mainland China. Subject to successful completion of the programme and the relevant assessments, high-performing participants may be promoted. Food and Beverage Operations Management Trainees may progress to Food and Beverage Service Manager II, while Chinese Culinary Trainees may advance to Chef I.

28 SANDS CHINA ALL ROUND CONVENTION AND EXHIBITION MANAGEMENT PROGRAMME Aligned with Macao’s ambition to grow as a City of Performing Arts and a City of Sports, we launched the Sands China All-Round Convention and Exhibition Management Programme in July 2025. The programme offers two 15-month pathways: Entertainment Coordination (Event Coordination Officer Trainee) and Sports Development and Management (Event Coordination Officer Trainee). Training includes cross-department learning in an integrated resort environment, as well as preparation for the AHLEI CGSP® (Certified Guest Service Professional) international certification. Upon successful completion of the programme and the relevant assessments, participants are promoted to Event Coordination Officer and then undertake Venue Management courses leading to qualifications jointly offered by the Global Association of the Exhibition Industry (UFI) and the Venue Management Association (VMA). SANDS CHINA WESTERN CULINARY ELITE PROGRAMME In 2025, we partnered with the Macao University of Tourism to launch the Sands China Western Culinary Elite Programme for outstanding graduates of theBachelor of Science in Culinary Arts Management. After joining Sands China, participants embark on a structured 24-month development pathway that combines classroom learning, professional qualifications and hands-on experience across our integrated resort operations. The programme also includes full sponsorship for an eight-week advanced course at the internationally renowned École Ducasse in France, broadening participants’ horizons while helping to strengthen Macao’s pipeline of culinary talent.

Drawing on the breadth of our business, the Sands China Academy offers a wide range of programmes. We also fully sponsor internationally recognised professional qualifications and support both upward mobility and horizontal development opportunities through structured development pathways. All these opportunities help Team Members deepen their expertise, strengthen their leadership capability and grow with the company.

30 GROWING WITH OUR PARTNERS STRENGTHENING INDUSTRY-ACADEMIA COLLABORATION We work closely with government departments, higher education institutions, and education and professional bodies to help raise tourism service standards, support the development of industry benchmarks, and promote talent development through technology. This includes support for initiatives such as the Macao Occupational Skills Recognition System (MORS). By creating platforms for talent development and exchange across Macao and the Guangdong–Hong Kong–Macao Greater Bay Area, we support professional growth, encourage the integration of “Tourism+” industries, and contribute to Macao’s development as a World Centre of Tourism and Leisure. In November 2025, we signed a Memorandum of Understanding (MoU) with the Macao University of Tourism to deepen collaboration across industry, academia and research, as well as talent development. On the same occasion, we co-hosted the Innovative Hospitality Management Symposium. Under the theme “Hospitality Reimagined: Innovation and Technology with a Human Touch”, the symposium featured three panel discussions on the future of hospitality technology, how hotel professionals can work alongside AI and robotics, and how innovation can support the United Nations Sustainable Development Goals in the hotel sector. Each discussion was moderated by academics from the Macao University of Tourism and brought together university experts, members of Sands China’s management team and industry representatives to exchange views on the future of Macao’s hotel sector in an increasingly technology-enabled age.

SHAPING THE FUTURE WITH TAILORED DEVELOPMENT 31 Established in 2017 under the Sands China Academy, the Sands Procurement Academy offers practical training to help local micro, small and medium-sized enterprises develop the capabilities needed to work with international organisations. By 2025, the Academy had delivered 18 SME training cohorts, engaging more than 660 local suppliers. More than 600 suppliers completed the programmes, with over 9,100 hours of training delivered in total. In 2025, the Academy continued to support SMEs in digital transformation and business upgrading, launching courses on both introductory and advanced use of Xiaohongshu, media strategies for livestream e-commerce, and emerging trends in online retail. DEVELOPING LOCAL RETAIL PROFESSIONALS Established in 2013 under the Sands China Academy, the Sands Retail Academy was created to raise service standards across Macao’s retail sector and bring them closer to international benchmarks. By the end of 2025, the Academy had delivered more than 50 courses, providing over 48,471 hours of training and supporting 14,838 retail practitioners. In 2025, the Academy again partnered with the Macao Consumer Council and the Macao Government Tourism Office to co-host the Quality Retail Service Seminar Series. In line with the policy direction of integrating “Tourism + Shopping”, industry specialists delivered training for retail and tourism practitioners, merchants accredited under the Quality Tourism Services Accreditation Scheme, and “Certified Shop” merchants, helping to strengthen service excellence across the sector. Our Work Life 360 benefits programme takes a whole-person approach, supporting mental wellbeing, physical health, family harmony and individual competitiveness, so that careers and personal lives can flourish side by side. In 2025, we strengthened the programme further by introducing AI-powered health screening tools, helping Team Members identify potential risks early and take preventive action. We also provide a wide range of convenient facilities and services. Alongside complimentary 24-hour Team Member dining, shuttle bus services and on-site clinics, our heart-of-house areas include bank counters, convenience stores, reading corners, shared computer stations, karaoke rooms, relaxation areas and wellness camps, making practical support easy to access. In addition, we offer a broad package of support and benefits. We participate in both Macao’s Non-Mandatory Central Provident Fund System and private provident fund schemes, and provide transition support for Team Members preparing for life beyond full-time work, helping them plan for the future with confidence. Team Members also enjoy exclusive privileges on hotel stays, dining, retail, entertainment and Cotai Water Jet ferry services. They may also carry forward up to six unused sick leave days from the previous year as compensatory leave in the following year — a first-of-its-kind initiative in the industry. We also place strong emphasis on personal growth and practical support in everyday life. Structured on-the-job training covers professional skills, workplace safety and healthy nutrition, complemented by mental health services and family-friendly policies. In 2025, we introduced up to six days of paid Child Care Leave and up to 90 days of Parenthood Support Shift arrangements. Alongside paid maternity and paternity leave, we also organise parent-child activities, sports tournaments and Team Member events, and support a wide range of Team Member sports teams. When unexpected situations arise, we respond quickly to Team Members’ needs. During the approach of Super Typhoon Ragasa in September 2025, for example, we activated contingency measures by opening car parks to Team Members, distributing protective tape, setting up drinking water points, and providing accommodation concessions and safety guidance. By 2025, half of our workforce had completed more than 10 years of service — a strong sign of the sense of belonging our Team Members feel and the trust they place in our people policies and practices.

It is designed to support Team Members not only in the workplace, but across their wider lives and over the long term. We encourage healthy habits and a positive mindset that extend beyond work, strengthening day-to-day wellbeing while also benefiting families. In 2025, activities delivered under the Work Life 360 framework recorded more than 37,000 participations, reflecting strong Team Member engagement across the programme.

CREATING A WARM AND SUPPORTIVE WORKPLACE 35 CARING FOR MENTAL HEALTH Since 2011, we have run an Employee Assistance Programme, offering a confidential 24-hour counselling hotline for Team Members and their families, alongside support through a dedicated WeChat platform. The service helps people manage pressures both at work and at home. We have also held Happy 360 Month every year since it was launched in 2021. To date, more than 100 themed seminars, workshops and roadshows have been delivered, attracting over 23,000 instances of participation. The 2025 edition, held from early June to early July, focused on the 5S model for emotional wellbeing: self-questioning, stopping negative thinking, self pep-talk, shuffling your thoughts, and staying attentive to body responses. It included 16 roadshow events and six workshops and seminars, with more than 6,700 instances of participation recorded.

36 FOSTERING PHYSICAL HEALTH We support Team Members’ health through a combination of policy, environment and engagement. Alongside clear safety management procedures and ongoing efforts to promote health awareness and protection, we encourage healthier choices across the workplace. In Team Member dining areas, nutritional labelling helps people make informed decisions, while our Doctor & Me seminar series offers clear, practical health advice. We also run sporting events such as the Sands China Running Competition and the Sands China 3x3 Basketball Tournament, encouraging regular exercise. In 2025, we introduced a series of new initiatives to help Team Members gain a clearer and more complete understanding of their health:

From October to November, Sands China Occupational Safety and Health Month centred on five themes — health indicators, healthy eating, OSH awareness, exercise, and inner wellbeing — encouraging Team Members to care for both body and mind. We also delivered more than 410,000 hours of occupational safety and health training and trained nearly 914 OSH wardens. As part of our wider commitment to community health, we joined the Healthy Enterprise programme led by the Healthy City Committee and the Health Bureau. In March 2025, we received the Macao SAR Government’s 2024 Healthy Enterprise designation, as one of 16 organisations recognised across the city. In support of the Macao SAR Government’s Healthy Macao Blueprint, we also enhanced our heart-of-house areas with dedicated stretching spaces and relaxation facilities, giving Team Members more opportunities to recharge during breaks. Official information on health screening, communicable disease prevention and environmental hygiene was also shared through heart-of-house displays and Team Member social media platforms. Throughout 2025, we also ran health education activities and roadshows to improve understanding of key measures such as blood glucose, blood pressure, cholesterol and cardiovascular health. With support from government departments and professional organisations, we held more than 40 events during the year, attracting over 12,000 participants.

38 PROMOTING FAMILY WELLBEING Supporting family life is central to our people-first approach. We provide 70 days of paid maternity leave and five days of paid paternity leave. In September 2025, we introduced up to six days of paid Child Care Leave for new parents, alongside an enhanced Parenthood Support Shift arrangement, allowing a one-hour reduction in working time each day for up to 90 consecutive days without the need for shift rotation. New parents also receive baby celebration gifts from the company. To help create a more family-friendly workplace, we have set up nursing rooms, care lockers and designated parking spaces in heart-of-house areas, as well as priority seating for expectant mothers on Team Member shuttle buses. We also continue to run parent-child activities and parenting seminars to help strengthen family bonds.

CREATING A WARM AND SUPPORTIVE WORKPLACE 39 For eight consecutive years, we have hosted the Sands China Amazing Summer family programme, with more than 4,500 Team Members and their family members taking part to date. The 2025 edition included a summer carnival, sports experiences, heart-of-house tours and arts workshops. To mark the 15th National Games, hosted across Guangdong, Hong Kong and Macao, we also introduced additional sports experience sessions, giving Team Members and their children more opportunities to spend meaningful time together. Working with the Education and Youth Development Bureau, we also promote parenting education to help families strengthen communication and build closer relationships. In 2025, we held eight talks and workshops, attracting 93 participants. A four-day roadshow in heart-of-house areas further raised awareness of parenting issues, attracting nearly 1,000 participants.

40 ENHANCING INDIVIDUAL COMPETITIVENESS To make self-directed learning part of everyday life and foster a growth mindset, we support Team Members in developing in a range of ways. This includes an education assistance allowance of up to MOP 12,000 a year for external courses, as well as up to five days of paid study leave annually. We also encourage Team Members to take part in the professional development training programme jointly organised by labour, management and government representatives. Covering areas such as communication skills, time management, workplace etiquette and emotional intelligence, the programme supports development both in and beyond the workplace. Cultural and arts visits, professional talks and seminars further broaden Team Members’ horizons, enriching personal growth while strengthening professional capability.

CREATING A WARM AND SUPPORTIVE WORKPLACE 41 SUPPORTING WOMEN AT WORK We are committed to advancing equality and safeguarding women’s rights in the workplace. Nearly 14,000 women are part of our workforce, representing around half of all Team Members, and women hold 45% of management roles. In support of the Macao SAR Government’s Macao Women’s Development Goals, we actively promote women’s development. Our EmpowHER female Team Member resource group creates space for connection and dialogue, encouraging female Team Members to take part in activities and develop together. We also support women in joining internal and external development programmes, including the International Affairs Training Programme organised by the Women’s General Association of Macau. These opportunities help participants broaden their outlook, build professional confidence and strengthen leadership. A WORKPLACE BUILT ON RESPECT, EQUALITY AND TRUST Respect, equality and mutual trust are central to the kind of workplace we want to create. In 2018, we introduced our Preventing Discrimination and Harassment Policy, becoming the first integrated resort operator in Macao to put such a policy in place. Since then, we have continued to foster an environment in which Team Members can grow with confidence and know their contributions are valued. Clear communication channels also support stronger peer relationships and closer collaboration across departments.

42 CORPORATE CULTURE: BECAUSE WE CARE Since 2013, we have held the Because We Care Team Member Annual Awards Ceremony to recognise outstanding performance. Over time, it has helped make appreciation part of everyday culture, so that respect and recognition are embedded in the way we work. The 2025 Because We Care Team Member Annual Awards drew an especially strong response. We received 642 nomination stories for individuals and teams, attracting more than 100,000 likes. From these, the judging committee selected the Top 100 individuals and teams, representing more than 500 Team Members. Guided by the spirit of Because We Care and focused on enhancing the Team Member experience, we made the 2025 awards day a full-day celebration. The programme included a celebratory lunch, photo opportunities, interactive games, signature walls and message boards, creating a memorable occasion for more than 500 colleagues.

44 RECOGNISING LONG SERVICE In 2025, we also held a recognition ceremony for more than 1,000 long-serving Team Members, in tribute to their dedication and contribution. By the end of the year, around 14,000 Team Members — half of our workforce — had completed 10 years or more of service. Around 6,500 had served for more than 15 years, and close to 2,000 had reached the 20-year milestone. As Sands China has grown, they have not only witnessed that journey, but played a part in shaping it. 10 Years of Service Recipients receive a commemorative trophy and a 10th anniversary celebratory set meal. 15 Years of Service Recipients receive a certificate of recognition, a special anniversary pin designed by a Team Member, a commemorative tie or scarf, and a 15th anniversary celebratory set meal. 20 Years of Service Recipients receive a special-edition music box, a certificate of recognition, an anniversary pin designed by a Team Member, and a 20th anniversary celebratory set meal.

We encourage open communication and crossdepartmental partnership, using regular meetings and a range of engagement channels to gather feedback, improve transparency and strengthen alignment across the organisation. In 2025, we held a series of Fireside Chat with Executives sessions, exploring themes such as purposeful communication, creating value at work, and showing leadership in every role. Framed as interactive conversations, these sessions gave mid-level managers the opportunity to speak directly with senior leaders in a relaxed setting, share operational insights and exchange perspectives on management. The discussions helped build shared understanding, spark new ideas and strengthen team cohesion, reinforcing an open and collaborative culture. We also held more than 100 focus groups during the year, giving Team Members practical opportunities to share their views. Over time, these sessions have become a more structured channel for feedback and communication, helping us refine our people practices and further improve the Team Member experience. Supporting local talent, creating opportunities for employment, and fostering a strong sense of belonging — both to the nation and to Macao — among our Team Members have long been central to our approach. We fully support the Government’s policy of prioritising employment for Macao residents. In 2025, we took part in and hosted recruitment fairs and job-matching events exclusively for local residents, and hired more than 2,000 Macao residents during the year. At the same time, we continued to strengthen structured career pathways, contributing to Macao’s long-term development. We also champion inclusive employment. Sands China offers the broadest range of roles in Macao for people with disabilities, and we continue to create opportunities that allow them to contribute with confidence. For senior Team Members, our Golden Age Programme supports life beyond full-time work through transition planning, exclusive benefits and interest-based classes, helping them prepare for the next stage of life with confidence. We also encourage Team Members to carry the spirit of Because We Care into the wider community, turning compassion into practical action. In 2009, we launched the Sands Cares Ambassador Programme, becoming the first integrated tourism and leisure enterprise in Macao to establish a volunteer team. To date, more than 4,000 Team Members have joined as Sands Cares Ambassadors, serving the community.
